partially correct. the *external* HP JetDirect comes up
with a BOOTP request (broadcast) to discover its IP
address. the internal JetDirect, which is typically
installed in the HP4 and its ilk, may be programmed
at the printer console, or use BOOTP, to set its IP
address.

if you need BOOTP service for your external JetDirects,
put a BOOTP server on their subnet, or use a router with
BOOTP request forwarding. the point is that there is
probably no good reason to route all broadcast packets.
